  1. Recommend Navarre Beach Area Chamber of Commerce nomination of Judy Morehead, President/CEO to the Local Restore Council.

 

  1. Recommend use of Navarre Nature Walk Park for the annual concert series sponsored by the Navarre Beach Area Chamber of Commerce from 5:00 p.m. until 9:00 p.m. each Thursday from May 19, 2016 through September 8, 2016.

 

  1. Recommend letter to Commanding Officer NAS Whiting Field requesting renewal of easement adjacent to Marty Martin Way due to expire in June 2016.

 

  1. Recommend contract with Landrum Staffing Services, Inc. for interim Human Resources Director position effective December 1, 2015.

 

  1. Recommend Resolution and corrected Interlocal Agreement creating the Florida-Alabama Transportation Planning Organization originally approved at July 23, 2015 meeting.

 

  1. Recommend Amendment to Florida Department of Environmental Protection Agreement extending Recreational Trails Program grant for Bagdad Mill Site through June 28, 2016.

 

  1. Recommend Agreement with Florida Division of Emergency Management for Maranatha Way Phase I Hazard Mitigation Grant Program (HMGP) drainage improvement project.

 

  1. Recommend proposal from Pegasus Engineering in the amount of $5,000 for project and grant services for Maranatha Way/Chipper Lane HMGP Phase I

drainage improvement project.

  1. Recommend following improvements to the Military Heritage Trail:

–     Replacement of 1,115 feet of damaged asphalt with Public Works Department providing labor and equipment and with materials estimated at $25,150 from District 3 recreation fund.

–     Allocation of $5,085 from Tree Mitigation Fund for planting park grade trees.

 

  1. Recommend issuance of annual Permit to Provide Advanced Life Support (ALS) non-transport emergency response services to Pace Volunteer Fire Department for 2016.

 

  1. Recommend staff rank proposals received for engineering services for Patterson Lane/Pace Lane; Ranchettes Subdivision; and Maranatha Way/Chipper Lane HMGP projects for November 12, 2015 meeting.

 

  1. Recommend Resolution authorizing agreement with Florida Department of Transportation Small County Outreach Program funding of Country Club Drive resurfacing and authorize execution of relevant documents.

 

  1. Recommend waiver of nuisance noise ordinance requirements for VFW Post 4407 at 1783 Abercrombie Road Saturday, November 7, 2015 for 14th Annual Bear’s Toys for Tots Poker Run.

 

  1. Discussion of extension of the tax roll prior to completion of Value Adjustment Board hearings pursuant to F.S. 197.323 as requested by Tax Collector.

  1. Recommend lease with Beard Equipment, Inc. for John Deere 850K bulldozer and lease with Thompson Equipment, Inc. for Cat D6K2 dressing bulldozer at central landfill based on comparison shopping.

 

  1. Recommend Resolution and Florida Department of Transportation Local Agency Program Agreement for construction of the Blackwater Heritage Trail Connector project and authorize execution of relevant documents.

 

  1. Recommend contract with AECOM Technical Services, Inc. for engineering and construction services for the Tiger Point Boulevard Sidewalks project at a negotiated fee of $16,350 per FDOT LAP and FHWA professional services guidelines.

 

  1. Recommend Preliminary Plat for Arbor Place, a 152 lot subdivision located in District One.

  1. Recommend Affiliation Agreement with the Santa Rosa School Board for the Learning Experience program in conjunction with Public Works Maintenance Shop.

  1. Recommend bid in the amount of $293,916 from Chavers Construction, Inc. for the Bagdad Mill Site Utility Project Phase I as low bidder meeting specifications.

 

  1. Recommend Budget Amendment 2015 – 211 in the amount of $2,245 recognizing Law Library revenues in the Fine & Forfeiture Fund and allocate for expenditure.

 

  1. Recommend Budget Amendment 2015 – 212 in the amount of $2,200 carrying forward funds in the E-911 Fund for Professional Services for 911 interface.

 

  1. Recommend Budget Amendment 2015 – 213 in the amount of $23,810 to carry forward funds in the General Fund for September communication expenditures.

 

  1. Recommend Budget Amendment 2015 – 214 in the amount of $487 carrying forward funds in the General Fund for West Publishing subscription.

 

  1. Recommend Budget Amendment 2016 – 008 in the amount of $47,205 carrying forward unspent funds in the Fine & Forfeiture Fund for the panic alarm system in the courthouse; the camera in the lobby of Courtroom 100; and the x-ray system at the courthouse approved by Board in 2015.

 

  1. Recommend Budget Amendment 2016 – 009 in the amount of $22,430 carrying forward Tree Mitigation revenues to be used for the purpose of purchasing, planting and maintaining trees on public property.

 

  1. Recommend Budget Amendment 2016 – 010 in the amount of $208,000 carrying forward unspent funds for the construction of the parking lot in the Industrial Park as approved at the May 14, 2015 meeting.

 

  1. Recommend Budget Amendment 2016 – 011 in the amount of $285,651 carrying forward funds for the resurfacing portion of Berryhill Road as approved at the September 10, 2015 meeting.

 

  1. Recommend Budget Amendment 2016 – 012 in the amount of $29,500 for the Tiger Point Boulevard sidewalks using Area 3 Impact Fee Reserves as approved at the September 24, 2015 meeting.

 

  1. Recommend Budget Amendment 2016 – 013 in the amount of $772,195 carrying forward prior year income and interest and recognize current year program income and interest and allocate for expenditure in the SHIP Fund.

 

  1. Recommend Budget Amendment 2016 – 014 in the amount of $422,243 recognizing the remainder of unspent authorized funds associated with the Defense Infrastructure Grant and allocate for expenditure.

 

  1. Recommend Budget Amendment 2016 – 015 in the amount of $112,236 recognizing the FY2012/2013 Community Transportation Grant with the local match from the General Fund and allocates for expenditure.

 

  1. Recommend Budget Amendment 2016 – 016 in the amount of $40,942 recognizing Section 5310 grant local match for the purchase of replacement vehicles as approved at the July, 2014 BOCC meeting.

 

  1. Recommend Budget Amendment 2016 – 017 in the amount of $2,310 carrying forward unspent funds for design and grant application services for the Venetian Way/Coronado Drive stormwater project.

 

  1. Recommend Budget Amendment 2016 – 018 in the amount of $394,178 carrying forward unspent FEMA HMGP funds for construction, engineering and grant/project administration for the Settler’s Colony stormwater project.

 

  1. Recommend Budget Amendment 2016 – 019 in the amount of $50,566 recognizing unspent 2015 – 2016 DRG Grant through contract end (6/30/16).

 

  1. Recommend Budget Amendment 2016 – 020 in the amount of $207,430 carrying forward unspent loans proceeds and TDC funds to complete Milton/Bagdad connector including Henry Street improvements.

 

  1. Recommend Budget Amendment 2016 – 021 in the amount of $7,781 carrying forward funds received from builder to pave Shelby Court.

 

  1. Recommend Budget Amendment 2016 – 022 in the amount of $171,300 recognizing FDOT Landscape Program JPA funding for landscaping and irrigation project on US98 in Navarre.

 

  1. Recommend Budget Amendment 2016 – 023 in the amount of $112,700 carrying forward funds for the Holley-by-the-Sea drainage project.

 

  1. Recommend Budget Amendment 2016 – 024 in the amount of $4,000 carrying forward funds in the Navarre Beach Renourishment MSBU Fund.

 

  1. Recommend Budget Amendment 2016 – 025 in the amount of $20,250 carrying forward funds for Navarre Beach Wastewater Treatment Plant/Effluent Disposal.

 

  1. Recommend Budget Amendment 2016 – 026 in the amount of $13,933 carrying forward EMS grant funds and allocate for expenditure.

 

  1. Recommend Budget Amendment 2016 – 027 in the amount of $32,000 recognizing FY2014 Homeland Security Grant award and allocate for expenditure.

 

  1. Recommend Budget Amendment 2016 – 028 in the amount of $16,471 carrying forward funding for replacement equipment in Swenson Park from District 5 Rec funds.

 

  1. Recommend Budget Amendment 2016 – 029 in the amount of $65,732 carrying forward FY2012-2013 Recreational Trails Program grant and match from TDC North-end reserves and authorizes for Bagdad Mill Site Park.

 

  1. Recommend Budget Amendment 2016 – 030 in the amount of $1,976 to carrying forward unspent prior year funds for the Bagdad Mill Site.

 

  1. Recommend Budget Amendment 2016 – 031 in the amount of $210,343 to carrying forward TDC funds for the construction of the Bagdad Mill Site and allocates for expenditure.

 

  1. Recommend Budget Amendment 2016 – 032 in the amount of $272,706 carrying forward LWCF grant funds in the amount of $162,355 and TDC matching funds in the amount of $110,351 for Bagdad Mill Site.

 

  1. Recommend Budget Amendment 2016 – 033 in the amount of $5,600 carrying forward donations for improvements to the Bagdad Mill Site Park.

 

  1. Recommend Budget Amendment 2016 – 034 in the amount of $115,000 recognizing FEMA HMGP grant and local match for Phase 1 design of stormwater and drainage improvements for Pace/Patterson Lane project.

 

  1. Recommend Budget Amendment 2016 – 035 in the amount of $132,500 recognizing FEMA HMGP grant and required match for Phase 1 design of stormwater and drainage improvements for the Ranchettes Subdivision project.
