Discussion of the Great American Defense Community Award and the recent Washington DC trip. – Pete Gandy


2) Sale of 2 Acres – Gulf Cable

Discuss and approve the bid from Gulf Cable for the sale of approximately 2 Acres in the Santa Rosa Industrial Park.


3) Special Event Application – Color Me Xtreme

Discussion and approval of special event application permit for Color Me Xtreme Run/Walk


4) Special Event Application – Bagdad Riverfront Festival

Discussion to consider and approve the special event permit application for Bagdad Riverfront Festival.

1) Navarre Beach Area Chamber Lease

Discussion of the 2 year lease with the Navarre Beach Area Chamber of Commerce for the ongoing utilization of space in the Visitor’s Information Center.


2) Renewal of Contract with Lutheran Service of Florida, Inc

Discussion of annual contract with Lutheran Services of Florida, Inc. for teen court services funded by proceeds from Ordinance 2006-20.


3) Aircraft Management Services Agreement

Discussion of AMS v. Santa Rosa County Renewal of Fixed Base Operator Lease Agreement.


4) Execution of Deed

Discussion of a request from Zaxby’s for the execution of a deed transferring interest in property along Highway 90. 


5) 2016 National Urban and Community Forestry Grant Program – Application

Discussion of grant application in the amount of $20,000 through the National Urban and Community Forestry Grant Program for a tree planting demonstration project at the Bagdad Mill Site Park. The matching requirement will be met through the use of $6,000 from the tree mitigation fund and the remainder from in-kind services performed by Public Works. 


6) Grants Manual Adoption

Discussion of the adoption of the recently developed Grants Manual. 


7) Bay Area Resource Council – BARC

Discussion of proposed resolution designating the Bay Area Resource Council – BARC as the designated agency for the Pensacola-Perdido Bay Estuary Program.


8) Clerk of Courts Surplus Recommendation

Discussion of declaration as surplus property items from the Road and Bridge Department as recommended by the Clerk of Courts. 


9) NRDA Artificial Reef Consulting Services

Discussion of proposals received for consulting services for the NRDA Artificial Reef grant projects. 


10) 2016 Flood Mitigation Assistance Grant Program

Discussion of 2016 Flood Mitigation Assistance Grant Program cycle.


11) Settlers Colony Drainage Expansion – RFQ for Engineering Services

Discussion of qualifications to be received on Tuesday, March 22, 2016 for engineering services associated with the Settlers Colony Drainage Expansion project. 


12) NCBA Letter of Agreement

Discussion of agreement with NCBA for utilization of senior workers in county facilities.

Discussion of purchase of replacement truck from Hub City Ford in the amount of $22,496.00 for the Navarre Beach Department.


3) Navarre Beach Wellhouse #2 Rehab of Backup Power and Electrical Equipment

Discussion of Task Order 30 with CH2M Hill to provide professional engineering services during design, bid, and construction phases of Wellhouse No. 2 rehabilitation of its backup power and electrical system.


4) Parkwood Commons Phase II Sidewalk Construction Waiver

Discussion of request from Thomas Homes Corporation to eliminate sidewalk construction requirements from Parkwood Commons Phase II Development Order.

1) Florida Animal Friend, (FAF) Spay/Neuter Grant

Discussion of authorization for staff to apply for the Florida Animal Friend (FAF) Spay/neuter license plate program grant in the amount of $25,000, with no match requirement.

Public Works Committee   –  Salter & Cole 
1) Fuel Contract Extension

Discussion of a one year extension to the fuel and lubricant contract with Southern Energy/Cougar Oil, with pricing based on the bid accepted by the Santa Rosa County School District.


2) Library Roof Rehabilitations

Discussion of hiring Sam Marshall Architects for design and construction administration for the roof rehabilitation projects for the Milton and Navarre Libraries in the amounts of $7,400 and $4,800 respectively, based on comparison shopping.


3) East Milton Park Caretaker’s House

Discussion of repairs and future occupancy of the caretaker’s house at the East Milton Park.


Budget & Financial Management Committee   –  R. Williamson & Salter 
1) Budget Amendment 2016-117

Discussion of Budget Amendment 2016 – 117 in the amount of $ 2,000 to transfer funds from District V Recreation Fund to the General Fund for re-seeding the football and soccer fields at Tiger Point Park.


2) Budget Amendment 2016-118

Discussion of Budget Amendment 2016 – 118 in the amount of $ 992,000 to reverse Budget Amendment 2016-069. This was due to a typo. Funds carried forward to cover expenditures associated with the April 29, 2014 flood were intended to be for FY2015 not FY2016.


3) Budget Amendment 2015-215

Discussion of Budget Amendment 2015 – 215 in the amount of $ 992,000 to fund the Disaster Fund for expenditures associated with the April 29, 2014 flood until state and/or federal reimbursement is received.


4) Budget Amendment 2016-119

Discussion of Budget Amendment 2016 – 119 in the amount of $ 8,100 to transfer funds from District IV Recreation Funds to the General Fund for concrete borders, sidewalks, handicap parking pad ($5,200) and fencing ($2,900) at the Holley Park playground.


5) Budget Amendment 2016-120

Discussion of Budget Amendment 2016-120 in the amount of $ 22,620 to carry forward funds for one (1) 6000 GVWR Four Wheel Drive Pickup Truck (including Tag & Title) for Navarre Beach Utility. Bid from Hub City Ford  was approved at theDecember meeting.


6) Budget Amendment 2016-121

Discussion of Budget Amendment 2016-121 in the amount of $ 215,150 to carry forward funds in the Road & Bridge Fund for the purchase of six (6) tractors as approved at the March 10, 2016 meeting.


7) Budget Amendment 2016-122

Discussion of Budget Amendment 2016-122 in the amount of $5,750 to fund the pedestrian crossing across from Tom King Bayou at East Blvd. with funding from Area 3 Impact Fees.


8) Budget Amendment 2016-123

Discussion of Budget Amendment 2016-123 in the amount of $ 117,061 to establish the grant budget to implement the NRDA Sea Turtle Lighting Retrofit Project approved by the Board December 10, 2015.
