Economic Development Committee   –  Williamson & Cole 
1) Bid for 2 Acres on Opportunity Drive in the Santa Rosa Industrial Park

Recommend approval of the bid from JCK Enterprizes, LLC in the amount of $60,000, for the purchase of approximately two acres on Opportunity Drive in the Santa Rosa Industrial Park to build a manufacturing facility, and to approve all related documents.


2) Comprehensive Sign Package – Navarre Beach

Recommend approval for design services from Paradise Advertising at a cost of $2,100 and the purchase of 9 signs for Navarre Beach from D&G Graphics at a cost of $33,280 and the direct staff to contact Florida Department of Transportation concerning the naming of Highway 87 South as the “Navarre Beach Expressway”.


Administrative Committee   –  Williamson & Cole 
1) Local Workforce Development Area 

Recommend approval of the re-designation of the Local Workforce Development Area (Region 1) as Escambia and Santa Rosa Counties from July 1, 2017 to June 30, 2019.


2) Workforce Innovation and Opportunity Act One-Stop Operator Services 

Recommend approval for CareerSource Escarosa to be named the local One-Stop Operator beginning July 1, 2017 for a term of four years until June 30, 2021 in compliance with the WIOA legislation.


3) Whiting Field & OLF Pace Restrictive Easement Purchase

Recommend approval of acquisition of property interests in the following four (4) parcels proximate to NAS Whiting Field and OLF Pace utilizing Florida Defense Infrastructure Grant and U.S. Navy Readiness and Environmental Protection Integration (REPI) funds:

Reilly – $26,000 – 20 acres
Barton /Close – $560,000 – 160 acres
McCormick – $140,000 – 40 acres, and $540,000 – 186 acres


4) Draft RFP Courthouse 

Recommend approval of revised draft Request for Proposals for Future Judicial Site.  30 day response allowed from release/advertisement.


5) Draft Navarre Beach Pier RFP 

Recommend approval of revised draft RFP for redevelopment, operation and management of the Navarre Beach Fishing Pier, Restaurant, Bar and other appropriate and related enterprises.  90 day response time from release/advertisement.


6) Request for Easement – Somerset Estates 

Recommend approval of request from landowner for easement in Somerset Estates First Addition.


7) Surplus Property

Recommend items from Santa Rosa County Health Department be declared as surplus property as recommended by the Clerk of Courts.


8) RESTORE Pot 1 Direct Component – Multi Year Implementation Plan (MYIP)

Recommend approval to move the Entrepreneurship Academy Project to a subsequent phase of the Restore Pot 1 Multi-year Implementation Plan.


9) Patterson Lane Drainage Improvements Project

Recommend one year extension of contracts with five property owners for the purchase of vacant lots necessary for the construction of stormwater ponds.


10) Coastal Partnership Initiative Grant Amendment for Bagdad Mill Site Park Bathroom Construction

Recommend approval of Amendment #1 to DEP Agreement # CM632 extending the period of performance for six months through December 31, 2017, necessary for completion of the project.

Engineer’s Report
1) Request for Wavier of Tipping Fees

Recommend approval to waive disposal fees for the 2017 “Great American Clean Up” event organized by the Santa Rosa Clean Community System.


2) General Site Paving – Central Landfill

Recommend advertising construction bids for general site paving and fire protection line at central landfill.


3) Peter Prince Field Clearing 

Recommend contract award for clearing, grubbing, and rough grading of 5.75 acres in southeast corner of Peter Prince Field to Three Trade Consultants in the amount of $19,550.00 as low quote.


4) Request To Use Navarre Beach Facilities 

Recommend approval for Santa Rosa County Amateur Radio Emergency Service and Navarre Community Emergency Response Team to use Navarre Beach facilities for annual “HAM” Radio Field Day on June 24-25, 2017.


5) Navarre Beach Lift Station No. 7 Rehabilitation

Recommend construction contract award to Gulf Coast Utility Contractors, Inc. in the amount of $579,750 as low bidder meeting specifications to reconstruct Navarre Beach lift station No. 7.


6) FDOT Joint Participation Agreement Revision

Recommend approval of the corrected Joint Participation Agreement with FDOT to design/construct additional T-Hangers at Peter Prince Field. FDOT match – $430,000, County match – $120,000.


7) Navarre Park Master Plan

Recommend approval of scope and fee for Genesis in the amount of $4,675.00, for revisions to the Butterfly House concept plan of Navarre Beach Master plan.


8) Illicit Discharge Connection 

Recommend revisions to ordinance Section 10-58 Illicit Discharges and Illicit Connections, approval of Standard Operating Procedure for Illicit Discharge Detection, and authorization to advertise a Public Hearing to facilitate NPDES MS4 permit compliance.


9) The Sanctuary Construction Plans 

Recommend approval of Construction Plans for The Sanctuary, a 27 lot subdivision, in a portion of Sections 29 & 30, Township 2 South, Range 27 West, Santa Rosa County, Florida located in District 5.


Public Service’s Committee   –  Cole & Parker 
1) Building Code Board of Adjustments and Appeals 

Recommend appointment of the following members to the Building Code Board of Adjustments and Appeals:

  1. Appointment of Mike McCombs as the electrical tradesperson member.
  2. Reappointment of Gary Mooneyham as the mechanical tradesperson member.
  3. Reappointment of Pete Southerland as the building tradesperson member.

2) Comprehensive Plan & Land Development Code Amendments

Discussion of directing staff to remove the Planning Board agenda item related to Land Development Code requirements for sidewalks in subdivisions from the April 13, 2017 Zoning Board agenda.


3) Joint Participation Agreement with FDOT for Navarre Community Access Road

Recommend approval of the Joint Participation Agreement with FDOT for Navarre Community Access Road and approval to proceed with the following:

  1. Accept the Joint Participation Agreement and resolution from the State of Florida DOT for Navarre Community Access Road Feasibility Study
  2. Authorize staff to utilize Area 3 Impact Fee funds for the required local 50% match of $250,000
  3. Authorize staff to advertise for bids for the proposed feasibility study

4) Appointment to the Bagdad Architectural Advisory Board

Recommend approval of application from Sheryl Hawkins to serve on the Bagdad Architectural Advisory Board (BAAB).


5) Subordination Request for 5856 Kirkland Drive

Discussion of approval of the SHIP mortgage subordination request for the property located at 5856 Kirkland Drive, Milton, FL  32570.  Agreement is consistent with Board policy.


Public Works Committee   –  Salter & Lynchard 
1) Finishing Mower for District 3

Recommend approval of purchase of a finishing mower from Jerry Pate Turf & Irrigation in the amount of $19,267.00, based on comparison shopping, with funding in equal amounts from District 1 & 3 Recreation Funds.


2) Navarre Splash Pad Contract 

Recommend approval of granting a one year renewal to a modified contract with Prescription Pools and Spas, LLC, at previous pricing for maintenance on the Navarre Park splash pad.


3) Bituminous Coated Pipe Award

Recommend approval of award of the bid for bituminous coated corrugated metal pipe to Gulf Atlantic Culvert as the low bidder meeting specifications.


4) Polyethlene Pipe Award

Recommend approval of award of the bid for polyethylene corrugated pipe to Ferguson Waterworks as the low bidder meeting specifications.


5) Aluminum Pipe Award

Recommend approval of award of the bid for corrugated aluminum pipe to Gulf Atlantic Culvert as the low bidder meeting specifications.


6) Aluminized Pipe Award

Recommend approval of award of the bid for corrugated aluminized pipe to Gulf Atlantic Culvert as the low bidder meeting specifications.


7) Fuel and Lubricant Extension

Recommend approval of a one year extension on our fuel and lubricant agreement with Cougar Oil based on their agreement to meet current and future School Board pricing.


8) Batting Cage Roofing at Sports Plex

Recommend approval of award for the construction of metal roof coverings for the batting cages at the Santa Rosa Sports Plex in the amount of $14,918.00 to L & H Metals, LLC with funding divided equally from District 1 & 3 Recreation Funds.


9) Sandpiper Village Park Pier & Seawall

Recommend approval to proceed with the solicitation of bids for the reconstruction of the Sandpiper Village Park pier and seawall.


10) Dock Repairs

Recommend approval of award for dock repairs at the Garcon Point, Oyster Pile and Oriole Beach boat ramps to FIDS Marine Contracting in the amount of $29,954.00 as the low quote.  Funding will be from Boater Registration Fees as approved by the Marine Advisory Committee on March 7, 2017.


Budget & Financial Management Committee   –  Parker & Lynchard 
1) Little Duck MSBU 

Discussion of  the Little Duck MSBU.Petition statistics: Affected property owners: 40. Required: 27 (66%). Yes: 23 (57%). No: 4 (10%)

    

2) Bid Action 

Recommend bid in the amount of $22,950.00 from Kyser Siding & Construction, Inc. for Housing Rehab at 4267 Wellington Drive as the low bidder meeting specifications.                                                                                                                                                                                                                                                                                                                                                                                                                                                                    


3) Bid Action

Recommend bid in the amount of $28,870.00 from Wolfe Construction, Inc. for Housing Rehab at 6450 Howard Avenue as the low bidder meeting specifications.


4) Budget Amendment 2017-105

Recommend Budget Amendment 2017 – 105 in the amount of $17,719 to carry forward unspent funds for the Henry Street (Milton/Bagdad Connector) project.


5) Budget Amendment 2017-106

Recommend Budget Amendment 2017 – 106 in the amount of $12,630 to allocate funding from the E-911 Fund for the emergency replacement of the existing AC system at the EOC building.


6) Budget Amendment 2017-107

Recommend Budget Amendment 2017 – 107 in the amount of $128,855 to provide funding from ICP Reserves for the purchase and installation of the lightning and suppression devices at tower sites approved by the BOCC at the March 9, 2017 meeting.


7) Budget Amendment 2017-108

Recommend Budget Amendment 2017 – 108 in the amount of $250 to carry forward Boating Improvement Funds for the removal of a derelict vessel located at the northern shore of Santa Rosa Sound west of Navarre as funded with an FWC Derelict Vessel Removal Grant in the amount of $4,125 with local match in the amount of $1,625 from boater registration fee reserves as approved at the March 9, 2016 meeting.  $1,375 has been paid leaving a balance of $250.


8) Budget Amendment 2017-109

Recommend Budget Amendment 2017 – 109 in the amount of $16,672 to carry forward funds from the grant allocated to the Navarre Beach Marine Science Center for the reef camera from the Tourist Development Fund.


9) Budget Amendment 2017-110

Recommend Budget Amendment 2017 – 110 in the amount of $18,925 to correct Budget Amendment 2017-091 which donated $28,925 to Pace Athletic & Recreation Association (PARA). A portion of this donation ($18,925) is for capital improvements on County property and needs to be accounted for properly in the Capital Fund.


10) Budget Amendment 2017-111

Recommend Budget Amendment 2017 – 111 in the amount of $15,000 to develop a grant application for acquisition of the flood prone property located at 2011 Aurora Road in Navarre under the Hurricanes Hermine and Mathew HMGP opportunity as a Tier 3 applicant as approved at the March 9, 2017 meeting.


11) Budget Amendment 2017-112

Recommend Budget Amendment 2017 – 112 in the amount of $3,220 to purchase a new ice maker for the PATA portable building from District 1 & District 3 recreation funds. The current ice machine is 18 years old and cannot be repaired.


12) Budget Amendment 2017-113 

Recommend Budget Amendment 2017 – 113 in the amount of $50,000 to recognize BP funds and allocate for expenditure in the TDC Fund.


13) Budget Amendment 2017-114

Recommend Budget Amendment 2017 – 114 in the amount of $5,064,563 to move the budget for Local Option Sales Tax (LOST) in the Capital Fund to the Local Option Sales Tax Fund as established and recommended by the Finance Department.


14) Budget Amendment 2017-115

Recommend Budget Amendment 2017 – 115 in the amount of $45,000 to transfer funds from Reserve for Contingencies to Other BOCC Obligations for services rendered for lobbyist Johnson and Blanton for FY17.
