1) Covenant and Restrictions for County Owned Industrial Parks

Recommend approval of updated covenant and restrictions for the Santa Rosa Industrial Park, Santa Rosa Industrial Park East, Northwest Florida Industrial Park @I10, and the Whiting Aviation Park.


2) Northwest Florida Industrial Park @I10 FDOT Agreement and Resolution 

Recommend the Project Fund Agreement and resolution from the State of Florida DOT for infrastructure improvements for the I10 Industrial Park; and authorize staff to advertise for bids for the proposed infrastructure.


3) Gulf Tourism and Seafood Promotional Funds Grant Agreement 

Recommend approval for the Gulf Tourism and Seafood Promotional Funds Grant Agreement in the amount of $100,000.


4) Information Only – Tourism Marketing and Branding Update

Recommend approval for Paradise Advertising to continue development of the current Santa Rosa County Tourism Marketing and Branding Project as presented.

1) Road Designation Resolution 

Recommend designation of a portion of Highway 98, between Rosewood Drive and Sunrise Drive, and associated resolution, as Warren E. and Shirley Brown Memorial Highway.


2) FAA Owned Parcel 

Discussion of the offer from FAA to sell a parcel of property off of Commerce Drive.


3) Courthouse Security System 

Recommend approval of modifications to the overall Courthouse security system in the amount of $31,544.64 as recommended by Court Administrator, Brooke Jones.


4) Updated Workplace Policies 

Recommend approval of updated Drug Free Workplace Policy and DOT Drug Free Workplace Policy.

The discussion of the infrastructure surtax and committee assignment will be discussed during the February 7, 2017 Board workshop.


6) Procurement of Capital Items 

Recommend approval to move forward with the procurement process for the attached list of capital items funded in the FY17 capital budget.


7) Derelict Vessel Removal Grant Award

Recommend acceptance of FWC grant agreement No. 16167 in the amount of $4,125 to remove the derelict vessel located at the northern shore of Santa Rosa Sound west of Navarre. The 25% matching requirement will be met with Boater Registration Fee reserves.


8) Specialty Care Transporters, Inc. – Certificate of Need

Recommend annual renewal of Permit for Operation of Non-emergency Medical Transport to XC Transporters, Inc. dba Specialty Care Transporters, Inc. of Northwest Florida.


9) Santa Rosa County Fair Grounds

Recommend approval of proposed improvements to the fairgrounds by the Santa Rosa Fair Association to include:

  • Clearing of land
  • Construction of fencing
  • Construction of three barns

10) Pace Hwy 90 Landscape Design Scope and Fee Proposal

Recommend scope of work and fee proposal with Genesis Group in the amount of $20,900 for landscape architect services related to the design of landscaping on Hwy 90 in Pace with funding from general fund reserves.


11) Ranchettes HMGP Project – Grant Modification #2

Recommend Modification No. 2 to phase I of the Ranchettes Hazard Mitigation Grant Program (HMGP) agreement number 16HM-H4-01-67-01-217 (DR-4177-07-R) to extend the agreement expiration date to June 23, 2017 as recommended by the Division of Emergency Management for administrative purposes related to their review of Phase I deliverables.


12) Surplus Property

Recommend items from Santa Rosa County Health Department be declared as surplus property as recommended by the Clerk of Courts.


13) Addendum to Workforce Innovation and Opportunity Act

Recommend approval of addendum to the Local Workforce Development Area plan which was approved by the Board on April 14, 2016 in order to remain compliant with the Workforce Innovation Opportunity Act (WIOA).


14) NRDA Sea Turtle Lighting Retrofits – Good Faith Agreement

Recommend approval of good faith agreement to accept turtle-friendly lighting assistance, a requirement of the grant.

Engineer’s Report
1) 2016 Title V Annual Operating & Emissions Report (AOR) and Federal Greenhouse Gas Reporting for Central Landfill

Recommend Task Order to SCS Engineers in the amount of $5,900 to prepare, certify and submit the required Title V and Greenhouse Gas Emissions Reports for Submission to the Florida Department of Environmental Protection (FDEP) and United States Environmental Protection Agency (EPA).


2) Annual Extension of 2016 Green Waste Processing/Grinding Services Contract 

Recommend a 12 month extension to the existing Green Waste Processing/Grinding Services Contract between Santa Rosa County and Jimmy Crowder Excavating and Land Clearing Inc. under the same terms.


3) Central Landfill Phase V RFQ Selection Process 

Recommend staff rank and negotiate with top ranked firm for engineering services for Central Landfill Phase V Class I expansion project.


4) Discussion – BearWise Safety Program 

Discussion of bear-resistant trash can policy.


5) Contract Modification #1 for Wellhouse No. 2 Electrical Upgrades 

Recommend contract modification #1 in the amount of $9292.00 to Bill Smith Electric for heat exchanger and fuel storage tank adding 90 additional days to the contract time for Navarre Beach Wellhouse No. 2 Electrical Upgrades project.


6) Final Pay Application – Navarre Kayak Walkover 

Recommend final payment to Floridian Construction in the amount of $98,885 recognizing a $10,500.00 reduction in material costs for the Navarre Beach Kayak Walkover project.


7) Contract Modification #2 with Roberson Excavation – Peter Prince Airfield Connector Road 

Recommend contract modification #2 with Roberson Excavation in the amount of $3,943.35 for erosion stabilization on Peter Prince Field connector road to be paid from airport funds.


8) The Waters Phase 1A

Recommend approval of Final Plat for The Waters Phase 1A, a 15 lot subdivision located in District 5.


Public Service’s Committee   –  Cole & Parker 
1) Purchase of Building UPS System

Recommend approval to purchase a building UPS system for the Emergency Management Center from C & D Electrical as the lowest bidder meeting specifications in the amount of $89,899.30. 911 funds were placed in the FY2017 budget for this purpose.


2) Subordination Request – 6776 Fort Jackson Court, Milton

Recommend approval of the SHIP mortgage subordination request for the property located at 6776 Fort Jackson Court, Milton, FL  32570.  Agreement is consistent with Board policy.


3) Subordination Request – 5410 Gwen Lane, Pace

Recommend approval of the SHIP mortgage subordination request for the property located at 5410 Gwen Lane, Pace, FL  32571.  Agreement is consistent with Board policy


Public Works Committee   –  Salter & Lynchard 
1) Pace Water System Request

Recommend approval of request from Pace Water System to utilize county property near Five Points for a temporary pipe laydown yard.


2) District 1 Resurfacing Recommendations 

Recommend resurfacing the following roads in District 1 at an estimated cost of $232,500.00.

Recommend resurfacing the following roads in District 5 at an estimated cost of $ 175,800.

Budget & Financial Management Committee   –  Parker & Lynchard 
1) Bid Action

Recommend bid from Pensacola News Journal at a rate of $0.095 per line for advertisement of delinquent tax lists.  Bid# 17-008


2) Budget Amendment 2017-055

Recommend Budget Amendment 2017-055 in the amount of $120,707 to carry forward unspent funds for the Milton and Navarre re-roofing projects as approved at the December 10, 2015 meeting.


3) Budget Amendment 2017-056

Recommend Budget Amendment 2017 – 056 in the amount of $5,641 to carry forward unspent funds for the balance due to Davis, South, Barnette & Patrick (DSBP) from period 13 of FY16.


4) Budget Amendment 2017-057

Recommend Budget Amendment 2017 – 057 in the amount of $27,708 to carry forward unspent funds to purchase VEEAM Backup and Replication software to backup and restore files and data across our datacenter.


5) Budget Amendment 2017-058

Recommend Budget Amendment 2017 – 058 in the amount of $10,000 to reallocate funds from the salaries account for a position filled by Landrum Services in the Procurement Department.


6) Budget Amendment 2017-059

Recommend Budget Amendment 2017 – 059 in the amount of $2,212,984 to carry forward fund balances in the Recreation Funds and place in reserves.


7) Budget Amendment 2017-060

Recommend Budget Amendment 2017 – 060 in the amount of $1,136,031 to carry forward fund balance in the Capital Fund and place in reserves.


8) Budget Amendment 2017-061

Recommend Budget Amendment 2017 – 061 in the amount of $160,409 to transfer funds from the General Fund to the Fire District MSBU Fund for MSBU fees received and deposited in the General Fund.


9) Budget Amendment 2017-062

Recommend Budget Amendment 2017 – 062 in the amount of $611,241 to equally distribute period 13 excess revenues of $611,241 from Electric Franchise Fees to each of the five (5) District Projects Funds($550,115) and 10% ($61,126) of excess revenues collected to Economic Development as approved at the September 11, 2014 BOCC Regular Meeting.


10) Budget Amendment 2017-063

Recommend Budget Amendment 2017 – 063 in the amount of $2,007,583  to carry forward prior year Electric Franchise Fee balances of $2,007,583 to Economic Development Reserves ($1,501,076); and to the Road & Drainage Reserves ($506,507).


11) Budget Amendment 2017-064

Recommend Budget Amendment 2017 – 064 in the amount of $ 746,402 to carry forward Impact Fee Fund balances and place in reserves.


12) Budget Amendment 2017-065 

Recommend Budget Amendment 2017 – 065 in the amount of $35,850 to carry forward Tourist Development Funds to meet the shortfall not covered by the NRDA grant for the artificial reef project as approved at the December 8, 2016 meeting.


13) Budget Amendment 2017 – 066 

Recommend Budget Amendment 2017 – 066 in the amount of $7,500 to recognize additional grant funds and 25% match from Electric Franchise Fee Road & Drainage Reserves related to the Venetian Way HMGP grant amendment #1 increasing Phase 1 costs for engineering services as approved at the December 8, 2016 meeting.


14) Budget Amendment 2017 -067 

Recommend Budget Amendment 2017 – 067 in the amount of $12,652 to carry forward funds in the Road & Bridge Fund to the District 3 Rec Fund for future expenditures. In FY16, District 3 transferred $25,150 to the Road & Bridge Fund for the repair of the military heritage trail (BA 2016-056). The project came in under budget at $12,498.


15) Budget Amendment 2017-068 

Recommend Budget Amendment 2017 – 068 in the amount of $31,545 to carry forward funds in the Fine & Forfeiture Fund  for needed upgrades, additions and repairs for courthouse security and allocate for expenditure.


16) Budget Amendment 2017-069 

Recommend Budget Amendment 2017 – 069 in the amount of $9,985 to recognize anticipated grant revenue and expenditure for the reprinting of the boating and angling guides funded with a 15/16 Florida Boating Improvement Program (FBIP) grant as approved at the December 8, 2016 meeting.
