Economic Development Committee   –  J. Williamson & Lynchard 
1) Navarre Beach Independence Day Fireworks funding 2016

Recommend approval to fund the 2016 Navarre Beach Independence Day Fireworks Display in the amount of $13,800.


2) Special Event Application – Pink Pirate’s Annual PinktoberFest 

Recommend approval of the special event permit from the Pink Pirate’s of Navarre to host the annual PinktoberFest on October 8, 2016.


3) Special Event Application for Pink Pirate’s 2nd Annual 5K Run

Recommend approval of the special event permit from the Pink Pirates of Navarre to host the 2nd Annual Pink Pirates 5K Run on October 15, 2016.


Administrative Committee   –  Lynchard & J. Williamson 
1) Emerald Coast Utilities Authority 

Recommend agreement with the Emerald Coast Utilities Authority for the acceptance and processing of source separated recyclables.


2) Civil Service Board Vacancy 

Recommend appointment of Scott Kemp to the Santa Rosa County Civil Service Board effective June 1, 2016 and approval for Chairman to send a letter of appreciation to Mr. Steve Ford for his years of service.


3) Camden Drive MSBU 

Recommend approval of the following actions related to Camden Drive MSBU:

  1. The parcels denoted as the Holley by the Sea Improvement  Association , Inc. or Holley By The Sea Improvement Association As Trustee shall not be included in the consideration and assessment for citizen initiatives for MSBU funded improvements.
  2. That the MSBU request for a section of Camden Drive between Hartland Street and Castlewood Street be included in the tentative rate resolution hearing scheduled for May 12, 2016.

4) Magistrate Selection 

Recommend agreements with Mr. Gregory P. Farrar and Mr. Larry A. Mathews for Magistrate Services.


5) Guidelines for Public Presentations to the Board 

Recommend amended guidelines related to public requested agenda items and public meeting participation. 


6) NACo Appointments

Discussion and approval of the following actions related to NACo appointments:

  1. Designate Commissioner Cole to serve as Chairman of NACo’s Environment, Energy and Land Use (EELU) Policy Steering Committee Position.
  2. Designate Commissioner Cole to serve as Committee Member of NACo’s Arts & Culture Commission.

Engineer’s Report
1) Maranatha HMGP Project

Recommend approval of license agreement with Robert McClure for the Maranatha HMGP project.


2) Central Landfill Phase IV-Cell C 

Recommend approval of Deductive Change Order #1, which reduces the original construction contract by $77,902.99 to the new sum of $2,279,134.87.


3) Hamilton Bridge Road Sidewalks LAP Project

Recommend staff develop right-of-way feasibility for acquisition of additional right-of-way for the Hamilton Bridge Road sidewalk LAP project.  Funding up to $10,000 from District 1 Recreation funds and $30,000 from area 2 transportation impact fees.


4) Plantation Woods Subdivision Phase IV Final Plat

Recommend Final Plat for Plantation Woods Subdivision Phase IV, a 26 lot subdivision, a portion of Section 33, Township 2 North, Range 27 West, Santa Rosa County, Florida.  (District 2) 


5) Plantation Woods Subdivision Phase IV Paved Road and Drainage Maintenance

Recommend Paved Road and Drainage Maintenance for Plantation Woods Subdivision Phase IV, a 26 lot subdivision, a portion of Section 33, Township 2 North, Range 27 West, Santa Rosa County, Florida.  (District 2)  Bellview Court 571 LF; Longmont Way 989 LF


Public Service’s Committee   –  Cole & R. Williamson 
1) 9-1-1 Connectivity

Recommend approval to allow staff to proceed with the purchase of equipment and license to complete the 9-1-1 Computer Aided Dispatch (CAD) connectivity project at a cost of $16,308.00 based on sole source and standardization of computers.


2) 9-1-1 Recorders

Recommend approval to allow staff to proceed with the purchase of VPI 9-1-1 recorders for the Emergency Communications Center (ECC), Sheriff’s Office and Milton Police Department dispatch centers at a cost of $73,731.00 from Replay Systems.


Public Works Committee   –  Salter & Cole 
1) Spencer Field Drainage

Recommend approval for Public Works to proceed with the installation of a storm drain pipe across East Spencer Field Road to eliminate the ponding of water on the sidewalk at an approximate cost of $5,000, with funding from the Road and Bridge budget.


2) Contract Extension to the Navarre Median Landscape Project

Recommend approval of an eight week time extension as requested by Piney Grove Nursery on the Navarre Highway 98 Median Beautification contract.  The request would extend the current contract until June 30, 2016.


3) HDPE Pipe Contract Extension

Recommend approval of the first allowable annual extension of the contract with Arcadia Culverts for HDPE pipe at current pricing.


4) Aluminized Pipe Contract Extension

Recommend approval of the first allowable annual extension of the contract with Gulf Atlantic Culvert for aluminized pipe at current pricing.


5) Bituminous Coated Pipe Contract Extension

Recommend approval of the first allowable annual extension of the contract with Gulf Atlantic Culverts for bituminous coated pipe at current pricing.


Budget & Financial Management Committee   –  R. Williamson & Salter 
1) Budget Amendment 2016-127

Recommend budget amendment 2016-127 in the amount of $73,708 recognizing receipt of the first half of the BP Supplemental Promotional Fund Grant in the amount of $36,800, approved February 1, 2016, and to carry forward funds of $36,908 in anticipation of disbursement of the second half upon submission of all deliverables and allocate for expenditure. This is to pay invoices received from Davis South Barnette & Patrick for media services provided in fulfillment of grant requirements.


2) Budget Amendment 2016-128

Recommend budget amendment 2016-128 in the amount of $155,625 to recognize FEMA HMGP Grant revenue and required match for Phase I design of storm-water and drainage improvements for the recently approved Venetian Way / Coronado Drive HMGP project. Grant funds 75% of anticipated engineering, permitting, survey fees, and Phase I grant administration ($207,500) with local match coming from Electric Franchise Fee Drainage Reserves.


3) Budget Amendment 2016-129

Recommend budget amendment 2016-129  in the amount of $20,000 to supplement the Bagdad Mill Site landscaping budget as well as provide additional funds for miscellaneous park needs that may be identified prior to the park opening as approved at the March 10, 2016 meeting.


4) Budget Amendment 2016-130

Recommend budget amendment 2016-130 in the amount of $16,308 to carry forward and allocate for expenditure funds to purchase licenses and computers to complete the 911 computer aided dispatch (CAD) connectivity project.


5) Budget Amendment 2016-131

Recommend budget amendment 2016-131 in the amount of $73,731 to carry forward and allocate for expenditure funds to purchase VPI 911 recorders for the SRC Emergency Communications Center, Sheriff’s office, and Milton Police department to include support for years 2 & 3.


6) Budget Amendment 2016-132

Recommend budget amendment 2016-132 in the amount of $310,016 recognizing FY 2014 Homeland Security funds awarded and allocate for expenditure.


7) Budget Amendment 2016-133 

Recommend Budget Amendment 2016 – 133 in the amount of $7,782 to transfer funds from District IV reserves to the Parks Department for six (6) memorial benches and plaques as requested from Leadership Santa Rosa Class 29 for the Navarre Black Hawk Memorial.
