Economic Development Committee   –  Williamson & Cole 
1) Sale of 2 Acres on Opportunity Drive for Project MASH 

Recommend approval for staff to advertise for the sale of two acres on Opportunity Drive in the Santa Rosa Industrial Park to Project MASH.


2) Commercial Development Assessment & Strategy RFQ 

Recommend approval for Economic Development Department to seek RFQs from firms to provide services to further promote Santa Rosa County as a commercial destination to developers and retailers.


3) Appointment of City of Milton Representative to the Tourist Development Council Board of Directors

Recommend approval to appoint Peggi Smith to fill the vacant Tourist Development Council Board of Directors municipality position for the City of Milton.


4) Tourism Economic Impact Study 

Recommend approval of the proposal from the University of West Florida HAAS Center to provide a Tourism Economic Impact Study at a cost of $50,000 to be funded from TDC Reserves.


5) 33rd Annual Fun Fest

Recommend approval of the Special Event Application from the Navarre Beach Area Chamber of Commerce to host the 33rd Annual Fun Fest and Fun Run.


6) Pace Venture, LLC

Recommend approval of developmental agreement with Pace Retail Venture, LLC.


Administrative Committee   –  Williamson & Cole 
1) Sheriff’s Office Employee Pay Increases 

Recommend approval to direct staff to include approximately 1.6 million in the FY 18 tentative budget to provide a one-time increase in salary for the sworn law enforcement officers at the Sheriff’s Department.


2) Alcohol Beverage Sale Hours

Recommend approval to advertise a public hearing to consider amending the hours of the sale of alcohol in the unincorporated areas north of Yellow River.


3) Santa Rosa County Regional Reuse System (Eglin RIBs) Update 

Recommend approval to direct staff to continue to develop the Regional Wastewater Reuse System for Navarre Beach Wastewater and other regional partners.                                                                                                                                                                                                                                                                                                                                                                                                                                      


4) Pace Fire Rescue District Request

Recommend approval of request from Pace Fire Rescue District for a letter of no objection to their request to the State Legislature to become an Independent Fire District.


5) Navarre Sunset Stampede 

Recommend approval of request from Run With It to utilize the Navarre Beach Boat Ramp parking lot and route along Gulf Boulevard for the Navarre Sunset Stampede. The event is scheduled for May 6, 2017 from 5:30 p.m. to 7:30 p.m.


6) U.S. Navy League request to use County Auditorium 

Recommend approval of request from the U.S. Navy League to serve alcohol at the County Auditorium for their annual Instructor and Sailor of the Year Awards Banquet on Friday, February 10, 2017.


7) EAP Agreement

Recommend approval of renewal of agreement with Stone Ridge Counseling Center, Inc. for Employee Assistance Program (EAP) at current rates.


8) Bid Award for Energy Savings Upgrade – Lighting

Recommend approval of the bid from Energy Harness Corporation in the amount of $149,392.54.


9) City of Milton Request 

Recommend resolution of support for the City of Milton in their effort to seek a legislative appropriation for a water reclamation facility in East Milton.


10) NRDA – Sea Turtle Lighting Retrofit Grant – Lighting Expenditures

Recommend approval of the purchase of the following sea turtle friendly lighting fixtures as part of the Sea Turtle Lighting Retrofit Grant:

  • United Lighting & Supply Company – $14,783.90 (Beach Colony)
  • Ameritec Lighting – $25,410.85 (Summerwind)

11) Flood Mitigation Assistance Grant Agreements

Recommend the acceptance of Flood Mitigation Grant agreements on the following properties:

  • 3951 W. Madura Road
  • 2960 Coral Strip Parkway
  • 2954 Coral Strip Parkway
  • 1432 Alabama Street

12) Parks Policies and Procedures

Recommend approval of the updated Parks Policies and Procedures and fee schedule resolution.

Engineer’s Report
1) Design/Construct T-Hangers at Peter Prince Field 

Recommend Joint Participation Agreement with FDOT to design/construct additional T-Hangers at Peter Prince Field. FDOT match – $480,000. County match – $120,000.


2) Venetian Way Coronado Drive HMGP property acquistion 

Recommend approval to proceed with the property acquisition process at 2773 Bay Street to facilitate storm water outfall for the Venetian Way/Coronado HMGP drainage project.


3) Easement request from Holley Navarre Water System 

Recommend approval of Holley-Navarre Water System request for a 30-foot utility easement along the southern end of Smallwood Lane located on County-owned Property.


4) Hamilton Bridge Road Sidewalks LAP Agreement

Recommend Local Agency Program (LAP) agreement with FDOT for in-house design of Hamilton Bridge Road Sidewalks project utilizing federal funds.


5) Pebble Brook Construction Plans

Recommend approval of the Construction Plans for Pebble Brook, an 8 lot subdivision located in District 4.


6) Final Plat for Heritage Oaks 

Recommend approval of the Final Plat for Heritage Oaks, a 40 lot subdivision located in District 5.


Public Service’s Committee   –  Cole & Parker 
1) Title VI – Nondiscrimination Program Plan Update

Recommend approval of the Santa Rosa Title VI Plan Update.


2) Competitive Consortium Application for Free Technical Assistant Provided by Smart Growth America

Recommend authorization for staff to develop and submit a competitive application in collaboration with the City of Milton and West Florida Regional Planning Council forming a consortium for free training provided by Smart Growth America.


3) Land Development Code Amendment- Military Airport Zones

Recommend approval for staff to develop Land Development Code (LDC) and Comprehensive Plan amendments to remove the Military Airport Zones surrounding NOLF Holley Field due to change of use from an airfield to a solar panel field.


4) Land Development Code Amendment- Stormwater Problem Areas

Recommend approval for staff to proceed with the development of Land Development Code (LDC) and process changes related to new construction in stormwater problem areas like Holley-By-The-Sea as outlined by the Planning Director and Building Official.


5) Request for Abatement

Recommend approval for staff to proceed with the abatement bid process for the following properties:

  • 2955 N. 19th Avenue, Milton
  • 204 Sessions Street, Milton
  • 6304 Simpson Drive, Milton
  • 10275 West Lake Road, Milton

Public Works Committee   –  Salter & Lynchard 
1) Off-Highway Vehicle Crossings on Redbird Trail

Recommend approval of request from the Florida Forest Service for two (2) designated OHV crossing locations on Redbird Trail.

Budget & Financial Management Committee   –  Parker & Lynchard 
1) Bid Action

Recommend bid in the amount of $25,550.00 from Kyser Construction for housing rehabilitation project (SHIP Program) located at 4521 Palm Drive, Milton as the low bidder meeting specifications.


2) Bid Action

Recommend bid in the amount of $28,625.00 from Wolfe Construction, Inc. for housing rehabilitation project (SHIP Program) located at 5524 Tom Sawyer Road, Milton as the low bidder meeting specifications.


3) Bid Action

Recommend bid in the amount of $24,990.00 from Wolfe Construction, Inc. for housing rehabilitation project (SHIP Program) located at 5177 Avenida Del Fuego, Pace as the low bidder meeting specifications.


4) Bid Action 

Recommend approval for the residents of Little Duck Circle paving, water and sewer MSBU to re-petition the residents utilizing the current bid price of $572,154.20 (not including admin fees and interest) and under the previous MSBU criteria requiring 60% of Santa Rosa County residents to agree to the assessment. An affirmative petition (13 signatures)  would need to be received by February 9, 2017 in order to allow for execution of the contract with the current low bidder. The low bidder, J. Miller Construction, has agreed to extend the bid price an additional 30 calendar days from 2/11/17 to 3/13/17.


5) Budget Amendment 2017-070 

Recommend Budget Amendment 2017 – 070 in the amount of $875 to allocate tree mitigation funds for the purchase of the three (3) trees from Panhandle Growers, Inc. for the Holley Ball Park as approved at the December 8, 2016 meeting.


6) Budget Amendment 2017-071 

Recommend Budget Amendment 2017 – 071 in the amount of $11,000 to transfer funds from the Fine & Forfeiture Fund  to the Santa Rosa Health Department which provides two (2) office spaces for Guardian Ad Litem at a cost of $1,000 per month beginning November 1, 2016 as approved at the October 13, 2016 meeting.


7) Budget Amendment 2017-072 

Recommend Budget Amendment 2017 – 072 in the amount of $2,100 to reallocate funds from the salaries account for a position filled by Landrum Services in the BOCC Department.


8) Budget Amendment 2017-073 

Discussion of Budget Amendment 2017 – 073 in the amount of $30,000 to carry forward funds for a Bicycle and Pedestrian Master Plan for the Pace/Pea Ridge area as approved at the December 8, 2016 meeting.


9) Budget Amendment 2017-074 

Recommend Budget Amendment 2017 – 074 in the amount of $12,003 to fund necessary items in preparation of the new playground to be placed at Tiger Point Park from District 5 Rec Funds.


10) Budget Amendment 2017-075 

Recommend Budget Amendment 2017 – 075 in the amount of $220,900 to recognize FDOT Landscape Program JPA funding for the landscape beautification of Highway 90 in Pace as approved at the December 8, 2016 meeting and transfer from General Fund Reserves $20,900 for landscape architect services related to the design as approved at the January 12, 2017 meeting.


11) Budget Amendment 2017-076 

Recommend Budget Amendment 2017 – 076 in the amount of $1,500,000  to recognize anticipated grant revenue in the amount of $650,000 authorized through the Camden Drive state appropriation grant and $850,000 in county matching funds (approved September 8, 2016) from Road & Drainage Reserves to fund the contract with Baskerville Donovan in the amount of $313,002 for Phase 1 and Phase II Camden Drive design services and allocate difference for construction phase.


12) Budget Amendment 2017-077

Recommend Budget Amendment 2017 – 077 in the amount of $29,340 to authorize funding from road and drainage reserves for contract with Baskerville Donovan for a drainage easement maintenance plan for Holley-by-the-Sea as approved at the December 8, 2016 meeting.


13) Budget Amendment 2017-078 

Recommend Budget Amendment 2017-078 in the amount of $230,063 to carry forward a portion of property appraiser’s excess fees to fund the aerial photography for 2017.
