1. Discussion of Navarre Beach Sea Turtle Conservation Center reallocation of funds for interactive displays in the amount of $4,800.
2. Discussion of acceptance of the Florida Sports Foundation marketing/funds matching grant awarded in the amount of $12,000 to advertise Tough Mudder Gulf Coast 2016.

2. Discussion of the ongoing beach beautification efforts on Navarre Beach.

7. Discussion of approval to purchase park equipment for the Bagdad Mill Site Park from PLAYMORE in the amount of $29,924.50.
8. Landscape Bids for Bagdad Mill Site Park to be received on Tuesday, March 8, 2016 – Action for Thursday to discuss/recommend bid for this project provided the bids are within budget.
9. Discussion of submittal of Settlers Colony Project Expansion revised grant application in the total amount of $5,428,286 to the Florida Division of Emergency Management (DEM) and FEMA for consideration of additional Hazard Mitigation Grant Program (HMGP) funding in the amount of $4,071,214 under disaster declaration DR 4068 (TS Debby).
10. Discussion of request for replacement bonds for Industrial Development Revenue Bonds which were issued in 2011 on behalf of WTEC.
11. Discussion of amending the Landfill rate resolution to include a tipping fee for recycling.
12. Discussion of cross connection between Jeff Ates Road and N. Airport Road – Comm. Cole
13. Discussion of state actions related to Triumph Gulf Coast funding.
14. Discussion of advertising for an RFQ for design services for the Navarre Park improvements.

3. Discussion of floodplain variance to allow the use of a slab foundation in lieu of a piling foundation as required by Article 10.03.02(A). The proposed project is the construction of a single family home to be located at 1142 Oyster Bay Drive, Milton, Florida, identified by parcel number 25-1S-28-4914-00E00-0020.
4. Discussion of approval by resolution of 2016-2018 three-year Local Housing Assistance Plan (LHAP) and authorization for the Chairman to sign all related documentation.
5. Discussion of county-owned properties on Navarre Beach that are currently zoned Conservation/Recreation as requested by Commissioner Rob Williamson.

1. Discussion of renewal, with associated revisions, to the Maintenance Agreements with the Northwest Florida Water Management District (NWFWMD) for the following facilities: Quintette Landing, Webb Landing, Keyser Landing, William’s Lake, & Simpson River. This agreement is for a period of 20 years, and combines two separate 20 year agreements that are expiring, into one comprehensive agreement.
2. Discussion of resurfacing the following roads in District 1 at an estimated cost of $ 259,350.80:

3. Discussion of purchasing six (6) new four wheel drive tractors from New Holland, Kingline Equipment and trading in six (6) used tractors at a cost of $215,150.00. The purchase agreement includes a buyback provision stipulating that after 24 months, we may elect to trade in the tractors for new ones, with an additional payment of $16,000/tractor. New Holland, Kingline Equipment was the most responsive bidder based on comparison shopping. This arrangement is intended to keep our tractors under factory warranty.
4. Discussion of renewal of contract with Florida Pest Control & Chemical Co. for ant control in County Parks at the current contract rate of $101.00 per acre. This is the fourth and final renewal allowed in the current contract.
Budget & Financial Management Committee – R. Williamson & Salter
1. Discussion of Budget Amendment 2016 – 109 in the amount of $294,615 to fund the construction of the Godwin Connection ($145,857), the Madura Road sidewalk from Tiger Point Blvd. to the Godwin Connection ($86,000) and the Ortega Street Sidewalk ($62,758) from Area 3 Impact Fees as approved at the February 25, 2016 meeting.
2. Discussion of Budget Amendment 2016 – 110 in the amount of $80,000 to carry forward TDC funds for the funding agreement with Tough Mudder, Inc. for marketing efforts as approved at the February 25, 2016 meeting

3. Discussion of Budget Amendment 2016 – 111 in the amount of $56,426 to carry forward funds for a change order/amendment to Task Order 15-04 with Geosyntec Consultants to provide CQA Services for the Central Landfill Cell C Construction and Certification as approved at the February 25, 2016 meeting.
4. Discussion of Budget Amendment 2016 – 112 in the amount of $2,500 to fund the request from the Spanish Trace Homeowners Association for the installation of a crosswalk and associated drainage work on East Bay Blvd. to provide safe access to the multi-path with funding from Area 3 Impact Fees as approved at the February 25, 2016 meeting.
5. Discussion of Budget Amendment 2016 – 113 in the amount of $78,301 to carry forward funds in the Beach Berm Restoration Fund for invoices submitted by Coastal Tech ($72,301) and for membership dues to Florida Shore & Beach Preservation ($6,000).
6. Discussion of Budget Amendment 2016 – 114 in the amount of $7,767 to carry forward funds in the General Fund for costs associated with state mandated indigent healthcare.
7. Discussion of Budget Amendment 2016 – 115 in the amount of $37,861 to carry forward funds received from the sale of old cell phones and allocate for expenditure in the communications account.
