Recommend approval of the Special Event Permit application from The Arc of the Emerald Coast Santa Rosa to host a Blueberry 5K Run/Walk.

1) Navarre Beach Pier

Recommend approval of amended operator agreement with Coastal Concessions for the ongoing operation of the Navarre Beach Gulf Pier.


2) City of Milton Interlocal Agreement

Recommend approval of interlocal agreement with the City of Milton for the incremental tax contribution associated with the recently approved Community Redevelopment Areas within the City.


3) NACo Voting Credentials

Recommend approval of Commissioner Bob Cole as the voting representative for Santa Rosa County at the 2016 NACo annual conference and for Commissioner Cole to vote for Greg Cox as the NACo 2nd Vice-President.


4) Inflatable Amusement Devices

Recommend specific insurance requirements for the placement of inflatable amusement devices on County property as outlined in Risk Management Director’s June 1, 2016 memo.


5) Blue Water Holdings Settlement Offer

Recommend rejection of settlement offer dated April 26, 2016 from Blue Water Holdings SRC, Inc.


6) Sheriff’s Office’s 1st Annual Shred-a-Thon

Recommend request from the Crime Prevention Unit to use the South End Annex parking lot on July 22, 2016 for the 1st Annual Shred-a-Thon.

Engineer’s Report
1) Central Landfill Articulated Dump Truck Rental

Recommend approval of rental of a 25 ton articulated off road dump truck from Beard Equipment for three months at a rate of $8,100.00 per month to be used at Central Landfill.


2) Task Order 31 – Navarre Beach Utilities Lift Station No. 7 Replacement

Recommend approval of Task Order 31 to authorize CH2M Hill Engineers to provide professional engineering services during the design, bid and construction phases for the replacement of Lift Station No. 7 with a budget ceiling of $160,700.


3) Navarre Park

Recommend staff develop Professional Service Agreement with Genesis Engineering for Navarre Park Master Planning.


4) Venetian Way/Coronado Drive HMGP

Recommend staff develop Professional Service Agreement with Southern Site and Utility Design for the Venetian Way/Coronado Drive HMGP.

1) Department of Corrections contract renewal

Recommend approval of three year contract renewal on Work Squad 1081 with the Florida Department of Corrections at an annual cost of $57,497.00.

Budget & Financial Management Committee   –  R. Williamson & Salter
1) Bid Action

Recommend bid from Mike Motes Builders, LLC in the amount of $32,670.00 for SHIP Demo/Reconstruction Project located at 5624 Michael Drive, Milton as the low bidder meeting specifications.


2) Bid Action

Recommend rejecting lone bid for Blackwater Heritage Trail Connector Sidewalks and request termination of LAP agreement.  Request FDOT funding in a future fiscal year to be bundled with future LAP project.


3) Budget Amendment 2016-147

Recommend Budget Amendment 2016 – 147 in the amount of $20,000 to carry forward funds in the Fine & Forfeiture Fund  to promote the Santa Rosa County Sheriff’s Office Crime Prevention Campaign and allocate for expenditure that meets F.S. 775.083(2) purposes.


4) Budget Amendment 2016-148

Recommend Budget Amendment 2016 – 148 in the amount of $55,410 to carry forward funds to purchase an underwater camera on behalf of Northwest Florida Marine Education and Discovery of Gulf Ecosystems, Inc., which includes installation and associated costs as approved at the May 26, 2016 meeting.


5) Budget Amendment 2016-149

Recommend Budget Amendment 2016 – 149 in the amount of $83,796 to carry forward funds in the Landfill Fund for the purchase of a mechanics service truck from Hub City Ford as approved at the May 26, 2016 meeting.


6) Microsoft Office 365, Exchange/Email Server, SQL Server, and Budget Amendment 2016-150

Recommend purchase of Microsoft Office 365, Exchange/Email server software from Lift-Off, LLC ($55,194) and SQL server from SHI ($35,663) for a total cost of $90,857. Lift-Off was based on comparison shopping and SHI is a State of Florida Microsoft select agreement contract. Recommend Budget Amendment 2016 – 150 in the amount of $25,856 to transfer funds from the Salaries account to the Intangible Assets account to fund the countywide cloud subscription services by upgrading to Office 365, the Exchange/Email Server and SQL (Structured Query Language) Server.


7) Budget Amendment 2016-151

Recommend Budget Amendment 2016 – 151 in the amount of $2,328 to recognize the donation from Bagdad Waterfronts Florida Partnership, Inc. related to the purchase of wayside exhibits for the Bagdad Mill Site Park.
